Staffing Ratios & Compliance
The Committee & Disclosure State Staffing Plan Workbook documents a unit staffing plan and public-disclosure record for the five states — New York, Illinois, New Jersey, Rhode Island and Vermont — that have real staffing laws but set no numeric ratio. You enter each unit's staffing and your own internal target; the workbook measures against that target only and renders each state's requirement as the words 'Committee + disclosure (no numeric ratio)' — never a number, never a blank. It runs no compliance arithmetic against any state law, because these five states mandate none, and a banner states plainly whenever you are looking at your own target rather than a legal requirement. Every state classification and citation is drawn from the module and edition-stamped; no figure is asserted, and the one worked example is fictional.
